请问思科路由器在ROMMON模式下可以格式化Flash吗

因为意外删掉了IOS文件，在ROMMON模式下通过tftp恢复IOS也不成功，所以想把Flash卡格式化了:'(

这些方法我试过，出现报错，然后就又回到ROMMON模式下了，所以我想将Flash格式化了。
tftp传完IOS后报错信息：
program Load complete, entry point: 0x8000f000, size: 0xcb80
Format: All system sectors written . OK...
Format: Operation completed successfully
Format of flash: complete
program Load complete,entry point: 0x8000f000. size: 0xcb80
open():Open Error=-13
create a file failed...err code=-1
